    Whenever you use "fashionably" you are saying that the thing it is modifying is fashionable (stylish, trendy.) Apparently the author is saying that at that time and place blue was a fashionable color.

    It depends on context.

    It could also mean that the person was fashionably slightly depressed.

    Very true! I hadn't thought of that. A little touch of ennui can be quite attractive in certain circles, I guess.
