    Cool mince on

Posing as another woman who has died, a woman finds herself forced to marry to a man who is waiting for her at the end of a staircase

In the following sentence: She arranged her features into a smile that felt like an insipid simper, and, her skirts swishing, her hair scented with lavender, minced on down the steps to greet her betrothed.

May this minced on mean "walking with short step and affected manners"?

    Thank You

Yes. Another definition: to walk or move with short, affectedly dainty steps.
