    Cool to pipe

    If somebody pipes some words to someone, what does pipe mean?

    It's like he hisses a phrase, or rather whispers it? Is it the contrary: does he speak loudly?

    Do you have more context? Usually a "piping" voice is a high pitched voice.

    It's just the way an ephemeral character talks to the protagonist. But I think you have said to me what I need. It fits. Thank You

    Used with "up", it can mean "to make oneself heard; speak up, esp. as to assert oneself."

    As bhaisahab suggests, the context might make it clearer.
