Seeking ADVICE on the usage of sentences

I have noticed many people saying
    Could I talk to him.
    or
Would you care to step out.
In both the sentences past form is used for a present event
Should I use can or will in the respective above sentences.

In this case "could" and "would" are not past tense forms.
