Hello,
I often hear this question.
However, I don't know how to answer it properly.
I will try to explain it a bit better:

Example:
I was on vacation for 2 weeks, but a friend did not know this.
After these 2 weeks he sees me and asks:
"Where have you been?"
Could I simply say:
"I have been on vacation" :?:
I am not there anymore, that's why I would use "was".
"I was on vacation."

Is it okay to answer a "have been"-question with a "was"-sentence?

Cheers!

If you want to be a bit expressive, you can say:
I have been to (name of place) on vacation.
Otherwise, for a brief reply, simply say:
I was on vacation
