You should have defined the situation to expect a quick answer. It is not clear as to what was the state of the existing relations. If the diplomatic relations between the two countries were in trouble but not completely broken off, it could be possible that the relations are re-established. In such a situation, use ‘declare’ which means: to announce officially or proclaim the same

My reaction to "declared" would suggest a more emphatic statement than "claimed".
