    That is not a good sentence, even though I can understand what you are trying to say.

    The little boy has the ability to make it hard for other people to say no to him.

    This is old fashioned grammar, and uses 2 difficult words, subject and predicate: a sentence must always have both. The subject is what the sentence is about. The predicate is what happens to the subject.
    This sentence clearly has a subject (the little boy) , and a predicate (the boy's abilitiy) so it is clearly a legitimate sentence. The shortest legitimate sentence in the Bible is "Jesus wept.", see if you can spot the subject etc.
    The sentence has one error in that the word enable is used in its wrong tense, to should be enables to show that this ability being used it the present.
