    or

    1b.A person or entity to which money is owed.

    And in this case...

    2a.An entity or person to which money is owed

    2b.An an entity or person to whom money is owed.

    which are correct?

    "To whom" applies to a person. "To which" applies to something which is not a person, such as a bank.
