    what is the difference between nail technician and manicurist ?

    It's about the same, but 'manicurist' is a more specific term, that is, the person who gives manicures (a cosmetic treatment of the hands and fingernails).
    'Nail technician' is a more of a blanket term and does not specify whether a person is a manicurist or a pedicurist (a person who provides care of the feet and toenails), it could be both.
