    Telling time such as 9h22

I want to know how to tell the time such as 9h22.

Is it "22 minutes past nine" or just "22 past nine"?

    Thanks!

In informal situations though, I don't think many people would be that specific; they'd be more likely to say 'just past twenty past', or (in Br English) 'gone twenty past'. Even informally, some contexts might require a more specific wording; in such cases, there'd probably be a reinforcing expression like 'exactly' or 'precisely' or 'on the dot'.
