I'm looking for an adjective that can describe someone who is 'full of ideas' or who has lots of ideas. Ideological and idealistic just sound like they describe someone whose ideas are biased but is there an adjective to describe someone who has non-biased ideas that have the result of improvement?

I'm not sure if innovative can imply lots of ideas. Its meaning to me is a few number of deep ideas.

Maybe 'enthusiastic', 'ingenious', 'resourceful' 'enterprising'...
'Bright-eyed and bushy-tailed', although that refers more to someone who is just full of energy.

 Or maybe 'creative'. Or 'full of ideas'. Or ... (perhaps use a thesaurus ;-))

I agree that 'creative' is the most apt so far. But it's hard to say, outside a real context.
Of course, you're not necessarily creative if you're full of other people's ideas.
