i would like to know ,what do i need to remember in choosing the right tense between
the past and the perfect.

some people say you will use the past tense when you are constructing a sentence that has a definite time but some sentence that i have seen doesnt have definite time.

what kind of consideration((is it okay to use the word consideration in this sentense this is the only word that i can think of because i have low vocabulary,what kind of word is more appropriate rather than consideration)) do i need to consider in choosing the past tense rather than the present perfect.

why is it okay to use the past tense even though it doesnt have definite time?

i have a sentence that i would like to consult.
this is the situation
(let say that im applying for a job and im on the interview right now
and the interviewer ask me if how did i get in there office?
i went here with my friend by taking a bus ((w/or without)-this morning).
i have gone (w/or without- this morning) with my friend by taking a bus.

what tense is the more appropriate in this situation?
are the sentences correct if not why?

Not a teacher.
I think you should use past tense in this situation because:
- the interviewer use the past tense to ask you
- you don't say when did you get there, but the interviewer can still understand that the time is near from now (you couldn't come there from yesterday), you had to know the appointment time before to get there on time.
Beside, based on my experience, they often use past tense although the time isn't mentioned in AmE.

I have gone (w/or without- this morning) with my friend by taking a bus.
Neither one of these is correct.
"I came here (with my friend) this morning by bus." This is correct.

The time may or may not be stated when the past tense is used.

I came here with my friend. We took a bus.

(I would advise that when in doubt, make your sentence simple.)

The past tense is used :

-when you talk about something which happened in the past. The time may or may not be made known. - your sentence belongs to this category

The present perfect tense is used :

- when you talk about an experience in the past and relate it to the present (hence the 'present' in present perfect)
-when you talk about change or new information
-when you talk about a situation which continues to the present.
