    Question Meaning sentence

    Hello,

    I am reading an article in an newspaper about the relation's deterioration between USA and Israel and I need your help for the following sentence, see below:

    "This is a major crisis," says Dan Brumberg of the U.S. Institute of Peace. "The United States and Israel have to find a way to stand back from the brink."

    When I read the bold part of this sentence I understand that these two countries must find a way to get back to the previous situation. Am I right or wrong?
