    for the first time "ever"?

    When offenders go through RJ programs, they change. They feel differently about crime. They take responsibility for their actions. For the first time ever, many offenders begin to understand the victim's feelings. They work to make things right.


    In the above sentence, I suppose the "ever" intensifies "for the first time", that is many offenders had never ever understand the victim's feelings before RJ programs. Am I right?

    Yes, it means that before the programs they had never understood.
