Can one say:
1-What you just said is a lie. It is as big a lie as my Dad is a thief.
instead of:
2-What you just said is a lie. it is as big a lie as the one that says my Dad is a thief.

No, you can't. If you say it that way, you are saying that your Dad is a thief.

Would it still be wrong if one said, "It is just as big a lie as my Dad being a thief" or "It is just as big a lie as my Dad allegedly being a thief"?

I do not think so. Rather it works nicely. It means: the lie spoken by someone is such a big lie which can be compared with a greater lie, such as, telling that my Dad is a thief

It is better and sounds more natural with ‘is’ instead of ‘would be’
