    Which state would that be? I have heard of "the Sunshine State" for example, but I have never heard of "the State where no one cares".

    I assume you mean she is in some kind of emotional or mental state. However, I would have thought it unlikely that that would mean that no-one else cares. Perhaps she would be in some kind of state that meant SHE didn't care.
