Hi again, I have these two other sayings. Someone could help me with their meaning? Penny wise, pound foolish. The wish is father to the thought. Thanks.

The first is on this site in the list of idioms: Penny wise, pound foolish - Idiom Definition - UsingEnglish.com

I'm not sure whether I'd call the second 'idiomatic'; it's more of a quotation (I think). It means that it is only when you want something that you think about ways of making it happen.
