For health and safety reasons, the asbestos register should be consulted every time work is carried on any existing building. The aim of this is to ensure that no employee will be exposed to asbestos fibres. By referring to this register prior to any work being carried out (even if it's only drilling a hole in a wall), an employee will be able to check whether any asbestos was presumed or shown to be present in each specific work area. Please ensure that the register is available for scrutiny when required.

I agree about the use of 'scrutiny'.
Asbestos Register could be capitalized.
Why is the spelling of 'fibre' changed to American? ;-)

The words could be capitalized to give them more prominence. It is up to you to give a book a name especially if is not an ordinary log book (not common in a construction site anyway).
