    Veterans Aid ~ Caring for homeless Veterans...Now!
    Ken’s possessions at that time amounted to a sleeping bag and a plastic bag to put it in.

    Does "go on drink" mean "to be spent for drink"?

    Yes, "went on drink" means "spent on drink".
