Is there ellipsis in this sentence?

There is a severe shortage of mathematics teachers in Britain and America. As a consequence of this, far too many people leave school without any interest in pursuing the study of subjects like engineering that rely on mathematical concepts. Two solutions are available. Firstly, it should be a priority to train more teachers. Secondly, teachers’ salaries should be made competitive with other jobs in order to attract people to the profession.

I've been looking and I've got really stuck. I don't mean the ellipsis as in the '...' and its just got me so confused.

Then I'll look forward to the answer too! Either the definition that I know of an ellipsis has changed or I'm missing something, because I certainly can't see one written in that sentence! I can see where words could be inserted and it's not a grammatically perfect sentence, but...!!

What's exactly an ellipsis?
Is it to find something missing?
Maybe ...

... should be made competitive with the corresponding salaries of other jobs?

It's an ellipsis because something has been left out.
