What is the meaning of "times to the mouth"?

Because it's related to value for money, I assume it means that the more items a child gets for their money, the happier they are. So if they get 10 sweets/chocolates etc, then they put their hand to their mouth 10 times, but if they get 100 sweets/chocolates for the same amount of money, then they put their hand to their mouth 100 times!
