    Which of these phrases is correct

    Hi

    I wonder if you could tell me which of the following two phrases is correct. Or, if they are both correct, which do you think sounds better? It is to be used as a title.

    Keeping exotic pets: Is it fair?

    Exotic pet-keeping: Is it fair?

    Hello,

    I choose the first one, because in my mind with compound nouns the second part represent the think or the person about which/who you are talking.

    Perhaps it doesn't work with title, but I am not English, and not a teacher.
