    Should the sentence "the bulk of the monies was or were turned around?

    But are you sure that "monies" in the plural is what you want, and whether "turned around" is also what you're trying to say?
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
