    The answer is "convey". Why can't I use "express" in this sentence?

    Perhaps because "convey" involves the idea of "transmit".

    His poetry conveys a great sense of religious devotion.

    Both words are suitable and would be said in that context. It's a bad test question.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
