In highway rest areas or urban parks, there are purified water outlets for people to drink cold water free of charge. People press a button and cold water spills out like a parabola.

Is there a special name for the device? Thank you.

I think the word you are looking for is a water fountain or drinking fountain.

In most places in the US such a device would be called a "water fountain" or "drinking fountain." There are a few areas, however, that refer to it as a "bubbler." But even if you were visiting one of those "bubbler" regions the local folks would know what you meant if you asked for directions to a "drinking fountain." :)

The type of facility which the water stored in a tank comes down through a lever tap instead of shooting upwards is called a water dispenser, as in coffee dispenser. You have to use a cup though.

You see a tall box with a spout, a lever and a drainage outlet. How else do you use it? I don't think there is any 'instruction for use' or an identification tag to say 'drinking fountain'.

Not to me- a water outlet doesn't sound like something to drink from.
