I think the word you are looking for is a water fountain or drinking fountain.

In most places in the US such a device would be called a "water fountain" or "drinking fountain." There are a few areas, however, that refer to it as a "bubbler." But even if you were visiting one of those "bubbler" regions the local folks would know what you meant if you asked for directions to a "drinking fountain."

You see a tall box with a spout, a lever and a drainage outlet. How else do you use it? I don't think there is any 'instruction for use' or an identification tag to say 'drinking fountain'.
