    It depends on the context. In a game of cards, if you have "a lousy hand" it means that the cards you hold in your hand aren't very good, and don't give you a very good chance of winning.

    Lousy = bad.

    Metaphorically, you can say that someone was "dealt a lousy hand" in life. That means that they have been very unfortunate in some way(s) in their life.
