[General] wrap it in tissue paper or with tissue paper

In the ditionary, it says I should use in here. Seemingly, it also makes sense to use with here. Do people say "I will rap it with tissue paper?":shock:

In BrE at least, you wrap (note spelling) IN tissue paper, wrapping paper, newspaper etc.

I would also use in, but I wouldn't think with sounded particularly strange.
