    As many as eight people= Eight people?

    As many as eight people were busted in Pakistan today in connection with the botched Times Square bombing.

    It's a bit vague. There may have been 8. There may have been 6 or 7. There were no MORE than 8.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
