    there are five students to ...

    Can one say:

    a. There are five students to take the test.
    instead of:
    b. There are five students who are to take the test.

    I think one can say:

    c. There are five students here to take the test.

    but I don't know why I don't feel comfortable with (a).

    your third alternative, c), is OK as well.
