Cuz baby I'm from New York, concrete jungle where dreams are made of....

I can't state any grammar rules as to why but I can't help but think that this is not correct. Where dreams are made UP, THAT dreams are made of, yes, but not where dreams are made of. The only thought process I can offer would be that you wouldn't ask 'WHERE are dreams made of?'.

I may be wrong.

Could someone elucidate please?

Yes, it's ungrammatical. It's a song. Words in songs are not necessarily there for their syntactic or semantic correctness.
"of" is as good as anything if your line needs an extra syllable. Maybe it's semi-rhymed with "love" or chosen for some other artistic effect.
