It's not a sentence. There's no finite verb.
I've never heard of it. Given that there's no context, you could safely forget about it.

I take your point. Indeed, there is no finite verb in this 'sentence'.

The only examples of draw the hare seem to be trying to attract the hare from its burrow to hunt it.
