Can someone give me the correct grammar for this paragraph?

Chairman Xxx called to move for the approval of the minutes of last meeting. Mr. Y moved. Ms. A seconded. The minutes of previous meeting was/were approved.

If you chose "were", can you explain why?

Minutes = plural, therefore "were".

minutes = all of the activities of the meeting.

Called to move? Is this the correct term?
Shouldn't that be 'called for the minutes to be accepted'?
Mr. Y proposed. Mr. A seconded?

Called to move.. - is there such a term?

I would have thought it would be one or the other:

He called for the minutes of the previous meeting to be approved.

He moved to have the minutes of the previous meeting approved.

I think "to move to" is used in official meetings at councils, etc.
