Does "that's how I'm built" mean "that's what I am"?

E.G. "Why do you keep teasing me?". "Because that's how I'm built".

It's more of what your body looks like and how it is formed. For example, a well built man would have large shoulders and a narrow waist.

OK. But can it also have a different meaning; the one that I mentioned in my original post?

This suggests that the person has no choice in the matter- they have to tease because that is their nature and they cannot control it. However, like Gillnetter, I'd use 'That's the way I am'- it isn't something I have heard people use as an expression.
