    Please confirm that Partial stroke testing (PST) facility needs to be provided for these valves.

    I have no idea about the actual meaning of this (medical?) but:

    1) If the acronym is PST (capitals) then the full phrase would be Partial Stroke Testing.

    2) The question is whether or not a particular facility is needed, therefore you need an article: "Please confirm that A PST facility......."

    3) Valves? Something medical? Heart valves? If so, you do not provide a whole facility for just one person's medical problem. If this relates to one individual case, then I would say "Please confirm that a Partial Stroke Test is required (means the same as "needs to be provided") for/on these valves."

    Don't capitalise Partial.
    Are you asking whether PST needs to be done, or whether a PST facility needs to be available?
    If the former:
    "Please confirm that partial stroke testing (PST) needs to be provided for these valves."

    If the latter, you need to rephrase it:
    "Please confirm that a partial stroke testing (PST) facility needs to be available for these valves."

    Dear mahvkm
    PST provide a measure of confidence that the valve is not stuck in one position. But PST is not panacea for failures in safety of related valves.
    I think that we need to know, for instance, emergency shut down (ESD),
    or, mean time between failure (MTBF).
    I understood that you want to know if you need the mentioned facility.
    If I am mistaken, please formulate your question again.
