I think the quote should be "new-fangled talk". New-fangled means "modern", or "up-to-date", or perhaps "recently invented". It's sometimes used quite disparagingly. For example, my grandfather, who is over 80, dislikes computers, mobile phones etc and refers to it as "all this new-fangled technology".

I would say that "textspeak" could be described as "new-fangled talk" - the way people now use "u" instead of "you", "2" instead of "to" etc.
