    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    Precisely; hence the use of the definite article. This 'the five boroughs' is geographically precise, rather as 'the Square Mile' is a precise reference to the City of London (about a square mile - the financial district that (until recently) was the main area for banking in London).
