    "HE WAS VERY EFFEMINATE. WHEN HE FIRST ARRIVED AT MGM, HE WOULD WEAR MAKEUP. HE WENT ONTO ONE SET JUST TO OBSERVE. AND HE WORE MORE MAKEUP THAN MOST OF THE ACTRESSES"

    What is the meaning of "observe" here?

    No, he went to the set (a room) and watched (observed) the girls "doing" their makeup.

    I think that it means that the gentleman just visited a set to look around

    and to see what was happening -- not to shoot a scene with him in it.

    Yes, if he visited the "set", then he was at the location where filming was being done, though he was not actually being filmed. He was just there to watch (to observe). The quote simply makes the point that, ironically, even though he was only there to observe, he was wearing more makeup than the people who were going to be filmed!
