"On the occasion of the hearing on October 10, 2008, the requests were renumbered."

"At the hearing on October 10, 2008, the requests were renumbered."

Is there a difference in meaning between those sentences?

Thanks.

I can't see any difference, and I would be inclined to go with the second option as it is less wordy.
