[Grammar] Preposition - A proposal on/about/for

In the following sentence, which preposition should I use after the noun 'proposal':

I wrote a grant proposal on/about/for new programs.

If I understand the context and the fact that you are writing a proposal, I would not use "on" or "about". And, again, if I understand correctly that you are hoping to initiate "new programs", I would use "for".
