Is cambridge and oxford dictionary British?
If so, please suggest a good american dictionary.
Is there any governing body, which sets standards for American English?

(1) Hopefully, some people will soon suggest some good dictionaries.
(2) No, unlike France or Spain, there is no academy in the United States
that decides what is or isn't "good" English.
(a) There are, however guides, that many people follow.
(i) Many writers and university students use THE CHICAGO MANUAL OF STYLE.
(ii) Many people also use the style books put out by many newspapers, such as THE NEW YORK TIMES. A style book tells its reporters what kind of standards are expected for that newspaper. Some newspapers allow
ordinary people like me to buy a copy.
(iii) There are many usage books that are highly respected:
I highly recommend Webster's Dictionary of English Usage/ A Dictionary of
Modern American Usage, by Bryan A. Garner/ The Columbia Guide to
Standard American Engllish.
(iv) The World Wide Web has thousands of articles.
(v) There are dozens of websites such as this one. At usingenglish. com,
there are professional teachers who will give you reliable answers.
(Someone who is not a teacher must tell you at the beginning of the
post. Then you can decide whether or not you want to accept his/her
advice.)
