    How do you understand the usage of "the even" in the sentence - "Most EC directives pertain only to the public company and then even encompass merely part of the subjects related to this type of company". Thanks

    Was this written by a native speaker? The only way I can make any sense of this is to reverse it to "even then".

    Most directives pertain only to the public company and even then encompass only part of the subjects......

    The meaning would be that the directives only pertain to public companies but, within that scope, only pertain to some of the possible areas that they could have dealt with.
