    Hi,

    What does the expression "to be short of" means? and "to stop short of"?

    To be short of- not have enough of something or lack something you need or want

    To stop short of- to come close to doing something but not to actually do it:

    He stopped short of calling for her resignation- this would mean that he was very critical, and may have implied that she should resign, but he didn't actually say it.
