what is the difference between at and on. does "at" use for a specific thing and on for unspecific or irregular things.

What do you mean by ' unspecific or irregular things'? For location we generally at for a general location (at work/home, etc) and in for a specific place (in the kitchen), and on for the top surface (on the table). However, prepositions have many uses and meanings.
