See above. In the second paragraph, I wasn't quite sure what you meant when you said "Helping to...". Did you mean that part of helping the country achieve success was the government's work on the laws, or that the new laws are now helping the country to be successful?

There is a problem with the sentence structure.
You are making 'with' cover "continued growth", "maintaining currency", and "maintaining stable political climate". 'With' can't do that grammatically.
The second problem is that, if 'maintaining' covers both 'currency' and 'climate', you are joining two phrases with a semicolon/comma. This is wrong, but also has the added disadvantage of making the phrase from 'maintaining' onwards appear to be a qualification of the previous clause, as in:
"Dubai has achieved continued growth - maintaining a stable currency and political climate." Even with a comma, this is not good, logically.
whereas you mean something like:
"Dubai has achieved continued growth, maintained a stable currency, and established a stable political climate."

I'm sure that they could make them more liberal.
The government's branches are part of the government.

I read this stuff all the time in documents from my law firm's Marketing department in Dubai. I suggest:

"Dubai has beaten the odds in rising above the turmoil of its neighbors, achieving year-on-year growth in the investment sector whilst maintaining a stable currency and political climate.

These successes have been helped by the [g][G]overnment's commitment to [the most liberal investment laws possible][highly liberal investment laws]. As a result, the current rules and regulations governing investments in Dubai are fair, investor-friendly and in compliance with international standards. In particular, there are no [ceilings on ownership - not sure what this means: 'ceilings on share ownership'?], no restrictions on monetary transfers and no capital gains or dividend taxes."
