    Usage of " Where"

I got a question about how to use ''where'' in a sentence, which looks to me really confusing, so please confirm me if this is correct or not.

    - I want to open a pet shop in Paris, where witnessed a growing number of pet dogs and pet lovers.

As to the sentence above, I am not sure if it is correct to use ''where'' that functions as a subject followed by the verb ''witnessed''.

I might be truly appreciative of your right comments.

    Thanks in advance.

If it is you who has witnessed the growth in the number of dogs etc, then:

I want to open a pet shop in Paris, where I have witnessed/seen/noticed a growing number of pet dogs and pet lovers.

The use of "where" is fine, but you need the rest of the past tense verb construction. You use "where" because you are describing the location where you actually are/were.

However, if you are simply saying that there has been a growth in the number of pets in Paris:

I want to open a pet shop in Paris, which has witnessed a growing number of pet dogs and pet lovers.

Here, you would use which because what you are actually saying is "...Paris, a city which has witnessed..."
