Question tense to use when talking fiction story

ok, i get that when writing from writer perspective/encyclopedia, you put past tense, say star trek or something. but if i talking to someone about what happens in story. whats ok and whats not?

when talking to someone about what happens: should it be the federation got it ass kicked at so and so or the federation gets it's ass kick at so and so?

Re: tense to use when talking fiction story

In narration, you can use the past or the present, or even start in the past and change to the present: I was on my way here and this guy comes up to me...
The present may make things seem more vivid and brings the events closer.
