fined £200 with £415 in costs?

Dear Teachers,

I read a news article about a taxi driver got fined for refusing to take a guide dog. And it mentions:

"Cardiff magistrates found Rohbani-Eivazi guilty of breaking the Disability Discrimination Act 1995. He was fined £200 with £415 in costs."

I'd like to know what "fined £200 with £415 in costs" mean. Does that mean he was finded £200 and had to pay his lawyer £415?
