"You owe me a new car is what you owe me," Gunny said.

What would be the meaning of the sentence above? Thanks in advance!

It means, "You owe me a new car" in a strange American dialect. "This car is riddled with shot. It's your fault, so you have to buy me a new car".

Where exactly is this story set?

Thanks, Ray as always! The stage is New York in 1937, I think.
