    Cool Be

The constant development of migration flows toward the developed countries imposes requires/demands that these population movements would be better controlled .
I'm correcting someone's translation. Can I use "be" in the infinitive, just as it is used above?
    thx,

    Hello, Aous.

    (1) I believe that American English might prefer:

... demands that these population movements BE better controlled.

    (a) or: movements SHOULD BE better controlled.

    (2) I do not feel that "would" sounds right.

    ***** Thank you *****
