As a whole: singular. 'My hair was brown; now it's grey.'

Separate hairs are plural (if there's more than one): 'My wife found some blonde hairs on my jacket'.

    Re: Plural or Singular?

Hair is tricky; it can be countable or non-countable. As Rover said, a whole head of hair is considered non-countable and therefore treated as singular for conjugating verbs (my hair is...) However, because it is, technically, countable (individual hairs are separate things you can pick up and number, unlike liquids or abstract concepts) you can make it plural when talking about a number small enough to count (waiter, there's a hair in my soup--no, wait, there are two hairs!)
